and Bank Merger
Client First Holdings, LLC, Coeburn, Virginia, intends to apply to the Federal Reserve Board for permission to form a bank holding company in connection with its acquisition of Client First Interim Bank, a temporary non-operating interim bank, and Miners Exchange Bank, both of Coeburn, Virginia. Client First Interim Bank is also applying to the Federal Reserve Board for permission to merge Client First Interim Bank with and into Miners Exchange Bank and establish branches at all current locations of Miners Exchange Bank. Upon consummation of the bank merger, Miners Exchange Bank will be renamed “Client First Bank” and each retained branch will continue operations under the name “Miners Exchange Bank, a division of Client First Bank”. The Federal Reserve considers a number of factors in deciding whether to approve the applications including the record of performance of applicant banks in helping to meet local credit needs.
You are invited to submit comments in writing on this application to the Federal Reserve Bank of Richmond, P.O. Box 27622, Richmond, VA 23261. Comments can also be sent electronically to comments.applications@rich.frb.org. The comment period will not end before July 17, 2026 and may be somewhat longer. The Board’s procedures for processing applications/notices may be found at 12 C.F.R. Part 262. Procedures for processing protested applications/notices may be found at 12 C.F.R. 262.25.
