POUND INTERCEPTOR 
REPLACEMENT PROJECT 
General Notice
WISE COUNTY PUBLIC SERVICE AUTHORITY (Owner) is requesting Bids for the construction of the following Project:
POUND INTERCEPTOR 
REPLACEMENT PROJECT 
    Bids for the construction of the Project will be received at the Wise County Public Service Authority offices located at 5622 Industrial Park Rd., Norton, VA 24273, until Thursday, July 10, 2025 at the following local times, at which time, the Bids received will be publicly opened and read aloud:
   Contract 2: 1:30 PM
   Contract 3: 2:30 PM
   Contract 1: 3:30 PM
    The Project includes the following Work, to be bid under three (3) separate contracts:
   Contract 1 consists of approximately 2,965 LF of 18", 2,045 LF of 10" and 190 LF of 8" new gravity line; 305 LF of 14" gravity line rehabilitated in place; 36 manholes; and all appurtenances. 
    Contract 2 consists of approximately 3,180 LF of 18", 570 LF of 10" and 1,275 LF of 8" new gravity line; 35 manholes; one lift station with emergency generator and 1,510 LF of 6" force main; and appurtenances. 
    Contract 3 consists of approximately 3,365 LF of 18", 855 LF of 12" and 500 LF of 8" new gravity line; 33 manholes; and appurtenances. 
     Obtaining the Bidding Documents:
    Bidding Documents may be downloaded from a designated project web link. Prospective Bidders shall email 
to register as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated web link in either electronic or paper format. Upon registering, the web link will be issued. The designated web link will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated web link. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

    Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 AM and 4:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office.

    Mondays through Fridays between the hours of 8:00AM and 5:00PM.
   Printed copies of the Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $250.00 per set per contract, payable to Mattern & Craig plus a non-refundable shipping charge. Upon the Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  
    Bidders must be licensed as a Contractor in the Commonwealth of Virginia. Bids must be accompanied by a bid guarantee as specified in the Instructions to Bidders. The bidder’s attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia. Withdrawal of bid due to error shall be in accordance with Title 2.2, Chapter 43 (2.2-4330, Paragraph B.1) of the Code of Virginia.
     The project will be funded through the Virginia Clean Water Revolving Loan Fund (VCWRLF) Program as administered by the Virginia Department of Environmental Quality Southwest Regional Office (DEQ­SWRO). MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President's Executive Order# 11246 prohibiting discrimination in employment regarding race, color, creed, sex or national origin; the President's Executive Orders# 12138 and 11625 regarding utilization of MBE/WBE firms; the Civil Rights Act of 1964; the Davis-Bacon Act; American Iron and Steel provisions contained in Subpart J of the VCWRLF Contract Inserts, and MBE/WBE provisions contained in Subpart C. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
    Pre-bid Conference
    A pre-bid conference for the Project will be held on Thursday, June 26, 2025, at 11:00 AM local time at the Wise County Public Service Authority offices located at 5622 Industrial Park Rd., Norton, VA 24273. Attendance at the pre-bid conference is encouraged but not required.
